Police Oversight Commission May Lose Its Independence--Come to City Council to Voice Your Opinion!

Hello partners in justice!

On Wednesday, February 12, at 2 PM, the City Council’s Public Safety Committee will hold a meeting to discuss changes that will strip the Commission on Police Practices (CPP) of its independence.

Despite the clear intent for the CPP to be a community-led and independent body, the Committee is considering:

  1. Reducing the number of commissioners on the CPP; and
  2. Taking away the CPP’s ability to fire its executive director—giving that power to the City Council instead.

These actions will undermine the community’s ability to hold the San Diego Police Department accountable.

We need everyone to show up at the City Council public safety committee meeting on February 12 at 2 PM.

TALKING POINTS FOR PUBLIC COMMENT

1. The CPP has not yet fully embraced its duties, including investigations, mediations, audits, and policy reviews. If commissioners are cut at this point in time, the commission will not have enough commissioners to function properly. Cutting the number of commissioners will undermine the commission‘s effectiveness.

2. The CPP’s executive director must remain accountable to the commission, not the City Council, to preserve its independence. Allowing the city council to have full control over hiring and firing. The executive director will give the city a frightening amount of control over the Commission.

3. These changes contradict the intent of the Charter Amendment that created the CPP. We must have a fully functioning and fully staffed Commission on Police Practices, and it must be independent of the city.
